Moscow Bans Adoption of Russian Children By People From Countries With Gender-Affirming Care

On Saturday, Russian President Vladimir Putin signed a bill banning the adoption of Russian children by people from countries where gender-affirming care is legal. The ban affects at least 15 countries, including many European nations, Australia, and Canada. This follows a 2012 ban on U.S. citizens adopting Russian children. The bill’s author, Vyacheslav Volodin, stated that the law aims to protect children from potential risks, such as gender reassignment. This is part of a broader pattern of anti-LGBTQ+ actions in Russia, including a 2023 Supreme Court ruling against LGBTQ+ activism and the criminalization of LGBTQ+ propaganda. Putin has consistently criticized Western countries’ stance on LGBTQ+ rights, framing them as “Satanic” and promoting Russia’s “traditional values.”
