Benue Government Abolishes Nursery Graduations and Customised School Books

The Benue State Government has announced sweeping changes in nursery and basic education across the state, abolishing graduation ceremonies at the kindergarten level and banning the use of customised textbooks and exercise books.
In a circular dated August 15, 2025, signed by the Permanent Secretary of the Ministry of Education and Knowledge Management, Helen Zeramo, schools, both public and private, were directed to revert to the traditional practice of passing down books from senior to junior pupils.
The state government explained that customised learning materials make books non-transferable and increase the financial burden on families, a practice it described as unpopular and restrictive.
The new policy also abolished compulsory extended lessons beyond regular school hours, except where parents give explicit consent. According to the Ministry, the directive will take effect from the 2025/2026 academic session, with a meeting scheduled for August 26, 2025, to engage proprietors, PTAs, and other education stakeholders for smooth implementation.
These reforms highlight the state’s effort to protect children’s right to education without unnecessary financial barriers, and to uphold their right to rest, leisure, and play. Schools must remain places where learning is equitable, affordable, and balanced with the overall well-being of every child.
