California is rolling out free preschool. That hasn’t solved challenges around child care

Some California parents, like I-Ting Quinn, opt out of transitional kindergarten for their 4-year-olds due to factors like limited afterschool care and the convenience of private day care centers. While California aims to expand transitional kindergarten to all 4-year-olds by 2025, enrollment growth has been slower than expected. Families, especially those with working parents, often prefer full-day child care options over half-day kindergarten programs, even if they’re offered for free. Despite the academic benefits of transitional kindergarten, some parents prioritize factors like convenience, full-day care, and play-based learning when choosing early education options for their children.
