Governor Hochul and Mayor Mamdani Launch Free Child Care Plan to Safeguard Thousands of NYC Children

A major step toward strengthening child welfare and family support systems has been announced in New York, as Gov. Kathy Hochul and Mayor. Zohran Mamdani revealed a milestone in plans to provide free child care for all two-year-olds in New York City.

The initiative will begin this fall with 2,000 new 2-K seats across four communities: Washington Heights and Inwood; Fordham and Kingsbridge; East Brooklyn including Canarsie, Brownsville, and Ocean Hill; and Ozone Park and the Rockaways. The rollout follows a $1.2 billion investment from the state to strengthen early childhood care and education, including $73 million dedicated to launching the first phase of the programme. Officials say the investment could grow to $425 million by next year as the city moves toward universal access.

From a child safeguarding perspective, the programme represents a significant step in protecting young children during their earliest and most vulnerable years. Access to safe, structured, and high-quality early learning environments helps support children’s right to survival and healthy development, ensuring that they receive proper care, supervision, nutrition, and early education during critical stages of growth.

Governor Hochul emphasized that achieving affordable child care has been a priority for her administration, noting that universal access will ease the burden on families while strengthening the broader economy. Mayor Mamdani added that expanding early child care services will help thousands of families while giving children a stronger foundation for learning.

Beyond the immediate rollout in New York City, the state is investing heavily in long-term child care systems. New York has already committed more than $8 billion to child care infrastructure, expanded subsidy programmes to support 170,000 children, and increased eligibility so more families can access affordable care.

Additional plans include expanding universal Pre-K statewide by the 2028-2029 school year, launching pilot programmes in several counties, and establishing a new Office of Child Care and Early Education to oversee implementation.

Child protection advocates say initiatives like this play an important role in safeguarding children by providing safe environments, supporting families, and ensuring that every child has the opportunity to grow, learn, and thrive.
