A bill for the establishment of a National Youth Welfare Scheme Fund advanced to the second reading in the House of Representatives. Sponsored by Speaker Tajudeen Abbas and Makki Yalleman of the APC, the bill aims to create a fund that will oversee and coordinate welfare services for youth.
Key Highlight:
Yalleman emphasized that the fund intends to address governance and security challenges by supporting unemployed youth with welfare initiatives. The speaker emphasized the importance of prioritizing the well-being of Nigeria’s youth population. He described young Nigerians as vibrant, energetic, inquisitive, adventurous, sociable, risk-takers, and identity seekers. He warned that dissatisfaction with the state of affairs can lead to restlessness among youth. Without meaningful engagement in creative and constructive activities, their energy may be misused in idle and destructive behavior, resulting in youth unrest.
Yalleman, representing Madori/Kaugama Federal Constituency in Jigawa State, emphasized the challenges of governance when many youths are restless, leading to increased insecurity. He stressed the importance of government implementing policies to tackle unemployment and issues with out-of-school youth in Nigeria. Yalleman highlighted that as a legislator, his primary role is to enact laws that prioritize the welfare of young people, which is the central focus of his proposed bill.
The proposed bill includes provisions under Part IV, specifically Section 7 Subsection 1 paragraph c), which outlines that a fund will be responsible for determining the financial requirements to improve youth welfare and establishing procedures to identify eligible beneficiaries once the Fund is established. During a session presided over by Speaker Tajudeen Abbas, lawmakers in the Green Chamber unanimously supported the bill, as confirmed by a voice vote.
