Joseph Baez, a 62-year-old Harker Heights resident and father of a Killeen ISD elementary student, has been in conflict with the school district over safety concerns for his son, Joel Baez, 6. Baez alleges that his son has faced harm at Skipcha Elementary School, not from other children, but from school officials themselves. Despite his efforts to address these issues with the district, including speaking at school board meetings, Baez claims that little action has been taken. The district, however, has characterized Baez as a security threat, citing incidents of alleged verbal altercations and inappropriate behavior. As a result, KISD has banned Baez from school property and issued him with a criminal trespass warning, leading to a legal dispute between Baez and the district.
