A new report reveals a more complex impact of COVID-19 on high school graduation rates than previously thought. While graduation rates for the class of 2021 dipped slightly, factors such as location, school policies, and the extent of remote or hybrid learning influenced outcomes. States that waived high school exit exams saw higher graduation rates, while districts that kept school buildings closed longer and had more remote learning experienced lower graduation rates. These factors contributed to a decline in graduation rates, reversing a decade of progress.
