Eight Children Killed in Louisiana Domestic Shooting, Exposing Child Protection Gaps

A father killed seven of his own children and one cousin in a mass shooting early Sunday morning, marking one of the deadliest domestic violence incidents in recent U.S. history. The tragedy has raised urgent questions about whether child safeguarding systems failed to protect vulnerable young lives.

The affected persons, three boys and five girls between the ages of 3 and 11, were shot by Shamar Elkins, 35, during a pre-dawn attack across multiple locations. Two adult women, including the children’s mother, remain in critical condition. A ninth child survived by jumping from a rooftop while fleeing the home.

From a child protection standpoint, authorities and family members report that warning signs were present before the shooting. Relatives told media that Elkins had been acting erratically after his wife requested a divorce. The couple had been due in court on Monday. Despite these indicators, no safeguarding intervention prevented Elkins from accessing his children.

Shreveport Police Department spokesperson Chris Bordelon confirmed that Elkins was the sole shooter. Officers pursued and killed him after he fled in a stolen vehicle.

Local officials expressed shock. “This affects the entire community,” said Mayor Tom Arceneaux. Councilman Grayson Boucher noted that more than 30 percent of murders in the city are domestic related, adding, “We’ve more than doubled our homicide count because of one act of domestic violence.”

Child protection advocates argue that red flag laws, emergency custody orders, and better coordination between family courts and law enforcement could have shielded these children. The eight affected persons were identified as Jayla Elkins, 3, Shayla Elkins, 5, Kayla Pugh, 6, Layla Pugh, 7, Markaydon Pugh, 10, Sariahh Snow, 11, Khedarrion Snow, 6, and Braylon Snow, 5.

Governor Jeff Landry said he and his wife were “heartbroken” and praying for the families. The incident is the deadliest mass shooting in the United States since January 2024.
