Consultant: Iowa pays more, but gets less, for special education

February 15 2024- A consultant’s report on Iowa’s Area Education Agencies (AEAs) suggests that the state is paying significantly more for special education than other states, while achieving less in terms of student performance. The report by Guidehouse consulting firm points out that Iowa spends $5,331 more per-pupil on special education than the national average, but students with disabilities in the state perform below the national average. The report also highlights the considerable control exercised by AEAs over the education of students with disabilities, with limited oversight from school districts and the Iowa Department of Education. The findings indicate a need for improvement in the state’s special education system to enhance student outcomes.
