The new highly capable neighbourhood school model will be implemented district-wide by 2024–25, focusing on individualised learning plans for all students in the same classroom. Critics worry about overlooking gifted students and burdening teachers, while advocates believe the change will address past exclusions and provide equal opportunities for all students.
