Vouchers promise a lifeline for students with special needs. Will they benefit — or be left behind?

As state GOP lawmakers race to pass private school vouchers, divisions are already emerging on how they would impact the state’s nearly 780,000 special education students. Gov. Greg Abbott and other proponents say the program, which would hand families taxpayer money to use for private education, will open new doors to those students who aren’t finding the right fit in public school.
