Tennessee’s Department of Children’s Services (DCS) says some foster children are still spending nights in office buildings when there are no other placement options available. “We just flat have no other option. There is no other place to put a child,” said DCS Commissioner Margie Quin before the House Finance, Ways and Means Committee during a meeting, last week.
