As a child, Cathleen Palm spoke up about the sexual abuse she experienced. Instead of receiving the support and protection she needed, she was dismissed.

For more than three decades, Palm has transformed that painful childhood experience into a lifelong commitment to ensuring that abused and vulnerable children receive the attention, protection, and support they deserve.

Today, she is recognized as one of Pennsylvania’s persistent voices for child protection and accountability.

Turning Personal Pain into Purpose

In 2002, Palm founded the Protect Our Children Committee, a political action committee established to advocate for changes to Pennsylvania law that allowed people accused of crimes to confront child witnesses in court.

At the time, children who testified about abuse or witnessed violent crimes had limited options for giving evidence. Courts did not provide alternatives such as video testimony or allowing a child to testify from a nearby room.

The committee argued that such courtroom practices could further traumatise or intimidate children.

Its advocacy contributed to a successful effort to amend the Pennsylvania Constitution, giving children additional options for providing testimony without necessarily having to face an accused person directly in court.

Following that achievement, the organisation evolved into the Center for Children’s Justice, continuing its mission of advocating for stronger policies and systems to protect children across Pennsylvania.

A Constant Voice for Accountability

Palm has built a reputation for holding public officials, agencies, and systems accountable when children are at risk.

Pediatrician Dr. Frank Maffei, who met Palm in 2019 while participating in an interdisciplinary effort to strengthen Pennsylvania’s child protection system, describes her as a constant and relentless advocate.

Palm regularly engages with child welfare professionals, healthcare providers, judges, journalists, lawmakers, and other experts. She sees herself as a bridge connecting families with the professionals and institutions responsible for protecting children.

Her work often involves examining how the child welfare system responds to abuse and whether government agencies are fulfilling their responsibilities to vulnerable children and families.

“Our role is just to help make sure the spokes stay connected on the wheel,” Palm has said.

That philosophy reflects her belief that child protection works best when families, professionals, communities, agencies, and policymakers remain connected and accountable to one another.

For Palm, protecting children is not only about responding after abuse has occurred. It is also about understanding the circumstances that can place children at risk in the first place.

Her comprehensive approach has also proved valuable to healthcare professionals working with children and families.

Dr. Maffei has noted that Palm keeps professionals informed about developments affecting child welfare, including areas where child abuse reports are increasing and legislation that could influence resources and protections available to children.

Her guiding question remains consistent: Are children being protected?

Advocacy Without Compromise

 Palm has often emphasized the importance of remaining independent enough to ask difficult questions and challenge systems when necessary.

She describes the Center for Children’s Justice as having limited financial resources, but sees that independence as a strength because it allows the organisation to remain focused on children and families rather than on protecting relationships with funders or institutions.

That independence has helped Palm maintain a strong watchdog role—questioning policies, demanding accountability, and advocating for improvements within Pennsylvania’s child welfare system.

At the heart of Palm’s work is a message she hopes every child experiencing abuse will hear: their current circumstances do not have to define their entire lives.

She wants children who are experiencing physical or sexual abuse—whether at home, at school, on a sports team, or elsewhere—to know that there can be life beyond the situation they are currently experiencing.
