ESL Teacher Blames Canada’s International student Cap as why he’s on EI

Josh Zumstien, an ESL teacher with over 15 years of experience, has been out of work for months due to new visa rules in Canada that cap international student visas for two years. This cap, announced by Immigration Minister Marc Miller, is expected to reduce approved study permits by 35% compared to 2023. Zumstien lost his job shortly after the announcement and is struggling to find work, describing the job market for full-time positions in his field as a “graveyard.” While there are part-time and tutoring opportunities, he is passionate about adult education and has dedicated his career to it. Rachel Lindsey, Director of Public Affairs at Languages Canada, noted that the visa cap has significantly impacted accredited language programs across the country.
