A man and woman from Rocky Mount are facing charges after a juvenile under their care was found with cocaine in his system, warrants show. The Rocky Mount Police Department issued arrest warrants last week for 50-year-old Vernon Bernard Powell and 33-year-old Mionna Rasha Richardson, charging both with felony negligent child abuse resulting in serious bodily injury.
