Four board members opposed allowing phone use during lunch, while three supported it, and two did not weigh in. The board decided not to change the policy at this time but agreed to gather more data to assess its impact. Board member Allen Zeman emphasized that while implementing the policy was difficult, the decision to maintain it was not.
