March 20 2024- A new proposal being considered by lawmakers in Minnesota aims to prevent homeowner’s associations (HOAs) and property documents from denying homeowners the ability to operate licensed in-home daycare centers. Authored by Rep. Amanda Hemmingsen-Jaeger, the proposed law change would prohibit HOA bylaws and other property transfer paperwork from prohibiting or refusing to permit homeowners from providing childcare under an in-home family and group family child care provider license.
