Parents and teachers have told 11 News Investigates that the district’s special education program has a staffing crisis: There aren’t enough special education staff to teach all the students who need it. But even when new positions are created, if no one is hired, the unspent funding returns to the district’s general fund, 11 News Investigates has learned.
