The Rockville City Police Department has announced charges against Ritchie Park Elementary School Principal Andrew Winter for an alleged assault on a student in February. Winter turned himself in after an arrest warrant was issued for one count of Second-Degree Assault. Tracy Tibbs is currently the acting principal. The incident, captured on school video, shows Winter grabbing the student and stomping on their foot during lunch hour. Two students witnessed the assault, reported it to their teacher, and then to the assistant principal, who contacted the police. Winter has an initial appearance scheduled before a District Court Commissioner.
