Most CT School Districts Finally Adopting ‘Right-to-Read.’ Five are Still Holding Out.

In Connecticut, the debate over reading instruction has largely settled in favor of phonics-based approaches following state mandates. Despite initial resistance from local school districts, the majority have now begun to comply with 2021 state laws requiring phonics-based curricula for grades K-3. Melissa Hickey from the state’s education department expressed optimism about district compliance, noting that after initial pushback and waiver requests, most districts have accepted the state’s directives and started implementing approved reading programs.
